READINGS  

ACTIVITY: Paris Rive Gauche

The development of districts on Paris Rive Gauche is all part of a major undertaking to prepare Paris for forthcoming changes over the next few décades. It is the touchstone of development in eastern Paris along the banks of the Seine.

For a number of years now, this zone of railroads and former industrial waste land has undergone substantial change. It has been gradually developed to create areas for everyday life with an economy based on research, éducation and culture in its widest possible sense, ranging from cultural heritage to the most original forms of contemporary création.

The building of the Bibliotheque Nationale de France (the French National Library) is just one example of this, tomorrow there will be the university campus. The university district of Tolbiac, although part of a much larger project that is spread over time, is currently fully integrated in the 13th arrondissement. The daily life of local people continues and flourishes as work in the areas of Austerlitz and Masséna moves ahead.

Today, SEMAPA, in coopération with the City of Paris, aided by numerous architects, urban developers, etc. pursue their work and negotiations to place Paris Rive Gauche with its three districts of Austerlitz, Tolbiac and Masséna on the map of the capitail's urban development

 Name of the firm :Société d'Economie Mixte d'Aménagement de Paris - SEMAPA

 The SEMAPA was created in 1985 by the city of Paris (57 % majority owner), the SNCF, France's national railroad compagny (20 % owner) and the RIVP (10 % owner), an independant construction and site management organization with shared capital.

The SEMAPA has the right of exploitation over the entire Parisian territory. The remaining shares of the company are owned by the State (5 %) the région of Ile-de-France (5 %) and other divers investors (3 %).

As the concessionary company of the city of Paris, the SEMAPA is one of the principal actors of Parisian urban development. The company is responsible for threee other operations in the Capital, in addition to its development of the Paris Seine Rive Gauche zone. SEMAPA'S personnel consists of around 60 manager-level employees, architects, engineers, lawyers, and sales personnel all under the direction of Mrs Thérèse Cornil.

The Paris Seine Rive Gauche project is the greatest urban development in Paris today. Two millions square meters of surface area will be built up over the next 15 years. The diversity of this area's exploitation is translated by a will to provide for a multiplicity of functions.

Several architects are involved to further the urban planning studies from the main direction plan, the PAZ (Plan d'Aménagement de Zone). The initial PAZ was approuved in july 1991 and in 1997 a modified PAZ including new studies, improvements and new existing buildings was approved by the Council of Paris.
